There seems to be some miscommunication. The next sentence specifies what I meant by "this" in the quoted sentence.

"But, if Winston draws suspicious attention upon himself by being in this Prole neighborhood, he draws even more suspicious attention on the neighborhood."

That is what I was wondering if George Orwell had thought of.
