Syme doesn't seem to be the only one aware that teenage girls have... any influence on culture... or any teenagers at all. I refer to the second chapter, where Winston interacts with two children. I guess the assumption, there, is that they'll just be total party members as they grow up, never doing any different.
It's a little like the assumption that, if you raise your child to be a fundamentalist Christian, they'll never grow up to change their mind and think evolution happened.
